The above PDF contains a needs assessment proposal designed to investigate the cause of teacher turnover at an urban middle school in Tampa, FL. While the scenario described in the proposal is imaginary, the school, and general problem giving rise to the assessment are a real and personal experience of the author.

The above needs assessment was course assignment given by Dr. John Keller during the fall of 2007.

The content in this analysis most closely resembles a proposal for a needs analysis. Being a classroom assignment, the project was not preceding by a RFP nor was it followed by an decision to action. It was purely an exercise in contemplating, and designing a needs assessment.

The document is a draft of a proposal. The analysis was not carried out nor was it used to inform another project. To the authors knowledge, no other individuals are using the analysis proposal.

The author carried out all work involved with this proposal. As a prior instructor at Van Buren Middle school, the author is familiar with the subject matter and context of the problem scenario addressed by the proposal.
